Hipotesis kultus penyihir adalah sebuah teori yang mendiskreditkan yang menimbulkan pengadilan penyihir pada periode modern awal dalam rangka menekan agama pagan pra-Kristen yang bertahan dari penyebaran agama Kristen di Eropa. Menurut para pencetusnya, kultus penyihir tersebut melakukan penyembahan terhadap Dewa Bertanduk untuk kesuburan yang para hakim Kristen sebut sebagai Iblis, dan para anggota yang ikut serta dalam upacara pada Sabat penyihir memuliakannya sebagai dewa.
